ABOUT-KOSOFE

INTRODUCTION

Kosofe is one of the twenty local governments in Lagos State.

However, in October 2003, the Lagos State government created 37 al Council Development areas (LCDAS) out of the original 20 local governments in the state as a solution to the political yearnings of the people. Thus, 2 LCDAS namely, Ikosi-lsheri and Agboyi-Ketu LCDAS were carved out of the old Kosofe Local Government though Lagos is no longer the political capital of Nigeria, it is still the commercial and economic nerve centre of this great African nation.

Kosofe means 'nothings is free'. This underscores the diverse commercial activities which characterized the indigenes and early settlers of the area in the mid-nineteenth century, the people were noted for massive trade in vegetables, fruits, maize, cassava and fish. Its location at the gateway to the metropolitan Lagos further entrenches Kosofe as an important name in commerce in the modern day Nigeria.

The present day kosofe is still a burstling commercial centre, being the terminal for all food items from all parts of the nation. This is understandable as Lagos State remains the major market for all agricultural products from the hinterland as a result, the present day Kosofe is mainly occupied by traders, civil servants and elites, no wonder Kosofe motto reads thus: "cradle of excellence"

HISTORY

On the 27th November, 1996 the birth of the entity called Kosofe Local Government was announced with four other new local governments in Lagos State.

Although first created in 1980 and later abolished in 1984, Kosofe Local Government was recreated along with other new councils all over the nation in line with the Federal Government's policy of bringing the government closer to the people and as a result of the yearnings and aspirations of inhabitants.

There is no doubting the fact that the birth of Kosofe was a step towards an improved welfare package for the citizens of the area. It is also a means of fostering unity among the indigenes and the residents of the area.

LOCATION

Kosofe is located at the Northern part of Lagos State. It is bounded by (3) other Local Governments namely: Ikeja, Ikorodu and Somolu. It also shares a boundary with Ogun State. Its jurisdiction comprises of seven wards and encompasses an area of about 17.85sq/km. its headquarters is at Ogudu Road, Ojota, Lagos, Presently, Kosofe falls under East Senatorial District.

PEOPLE

The indigenous dwellers of Kosofe Local Government area were mainly the Aworis whose major occupation were mat weaving, farming and fishing. As expected being a Local Government carved out from Old Somolu L.G, Kosofe is populated with the UEBUS. However, due to its location as the gateway to the state and the hospitality of the indigenes, Kosofe houses people from the Northern and Eastern parts of the country who engage in commercial activities in the various markets such as Binukonu Market, Ojota and Bello Bakare Market. Another emergent class of dwellers in Kosofe are top civil servants and officials who live in Government Residential Areas in Ogudu.

Despite the diversity of its dwellers, the Local Government is very peaceful and the relationship between the different groups is very cordial. This give a favourable background for the development of the area.

SETTLEMENT

There are several settlements in Kosofe Local Government. These were delineated into seven wards by the Independent National Electoral Commission (INEC). The wards are as follows.

CULTURE AND TRADITIONS

Among the tradition and cultures that are predominant in Kosofe Local Government Area are Igunuko, Egun masquerades, Oro, Osun and Ogun festivals are usually observed, appeased and worshipped.

Also, part of the people of Kosofe Local Government area believe in Ifa oracle divination especially when a new king is about to be nominated. They also believe in social interaction by dancing to interesting and enjoyable Bata drum, Agidigbo traditional drumming with Apepe which is a musical implement made from Bamboo tree. Gelede is also a recognized masquerade for the entertainment of the youth and aged people.

Based on the 2006 National Population census, Kosofe houses 682,772 people (358,935 males and 323,837 females). However, Kosofe Local Government as at today almost 1 million people.

WEATHERS CLIMATE

The vegetation of the area is the swamp forest which had made way for the construction of houses, markets and other infrastructure. However, the climatic condition of the area is influenced by the climatic seasons; dry season between November to March and wet season between April to October, The major water body in the Local Government is the Ogun River.

THE ENVIRONMENT

Kosofe Local Government is an environmentally friendly Local Government. The task of refuse clearing is being handled jointly by the Local Government, Private Sector Participation, Lagos State Waste Management Authority and Lagos State Highway Managers.

Though the Lagos State Government is in charge of Environmental Protection, Kosofe Local Government is conscious of the need to maintain a sustainably clean environment and an effectively managed waste disposal system. Hence the establishment of the environmental Sanitation Corps/ unit to monitor refuse disposal in the Local Government area.

Kosofe Local Government became administratively effective on 4th December, 1996. The Local Government is operated as the third tier of the Federal structure. Functions of the Local Government include maintenance and provision of socio-economic infrastructure, protection of lives and properties, primary education, primary healthcare and formulation of economic and physical development schemes for the areas under its jurisdiction. The executive powers at the Local Government level is vested in the democratically elected Chairman. He is ably assisted by the Vice-Chairman and seven elected Councilors representing the seven wards in the area.

Kosofe Local Government also has a highly efficient and responsive civil service which is headed by a seasoned administrator known as the Council manager. The Local Government consists of Eight departments namely; Personnel Management, Works and Housing, Budget and Planning, Agricultural, Rural and Social Development, Education, Finance and Supplies and Health Department, Audit dept. Three Units, information, legal and Environmental Sanitation Unit.

To enhance its capacity to respond to the dynamics of grass root administration, two area offices namely Ogudu and Oworonshoki are operated by the Local government.

PRIMARY HEALTH CARE SERVICES

In accordance with the Lagos State Health Policy, Kosofe Government adopts the Primary Health Care (PHC) as the basic strategy for ensuring good health for all its citizens. There are three Primary Health Centres in the council. Two of these Ogudu and Oworonshoki carry out 24 hours services.

In addition, trained health workers and volunteers take part in the periodic National Programme on Immunization exercise which are carried out from time to time.

Under the Environmental Health Services Division, the Local Government has Environmental Health Officers, that are directly responsible for their various wards. The Local Government has a Food control Unit, Epidemology Unit, Registry of vital statistics, prosecution Unit, Pest control Unit, House to house Inspectorate Division. The other units within the health and environmental services Department are the community health officers and the health unit.

Besides the facilities provided by the Local Government, a state General Hospital is located at Gbagada, There are also highly rated private specialist hospitals in the area. Their activities are being regulated by the State Government to ensure that their services are up to standard and accessible to the people.

EDUCATION

Kosofe Local Government recognizes education as a veritable tool for development. To this end, it has vigorously pursued programmes that encourage educational attainment among the youths in the area. With 18 primary schools and 13 Junior Secondary Schools within its jurisdiction.

Besides these, there are 10 Basic literacy centres 1 post literacy centre and 2 literacy by radio centres in the area to meet the needs of adult learners. Also, the Local Government has 2 Home Economics and handicraft centres, 2 computer centres, 1 state vocational centre and 1 special school for children with special needs. The Local Government still welcomes the participation of voluntary and non-governmental corporate bodies and individuals in inspiring education attainment in the area, Especially in the area of building a befitting public library service, Vocational Centres, Technical Schools, computer centres for primary schools and early child programmes.

MARKETS

Markets are the backbone of the economy of the Local Government. Within Kosofe are prominent markets like Binukonu market and Bakare Bello Market. These markets are headed by the lyaloja namely.

HOUSING

This is one of the cardinal programmes of the Lagos State Administration. In pursuance of its aim of providing decent and affordable accommodation, housing schemes are being established for different classes by the state. Kosofe Local Government has a staff quarters of 6 flats at Ogudu.

Besides government reserved residential schemes, Kosofe is blessed with high brow residential estate located at Ogudu. These are inhabited by the upper class and offer the serene atmosphere and clean environmental layouts.

Also, to provide succor for the lower and middle class dwellers, the Lagos State Government has promulgated the Rent Control and Recovery of Residential Premises Edict of 1997. This is to regulate rents and tenancy agreement of properties in the area.

TRANSPORTATION

Kosofe Local Government is blessed with a good network of roads. Worthy of mention is the fact that Ibadan Expressway which links Lagos with all parts of the country passes by the Local Government. Apart from this Federal Highway, there are others such as the Lagos-lkorodu Highway which are also of great assistance to vehicular movement in the area.

The Local Government also benefits from the aggressive road rehabilitation programme of the Lagos State Government. This is aimed at rehabilitating and maintaining roads using the Direct labour Agency. The Local Government also has its own direct labour team which repairs roads from time to time, culverts and drains are also being constructed where necessary to ensure the longevity of inner roads. These efforts have resulted in a more effective road network in the area.

As part of efforts in the area of transportation, Kosofe Local Government Motor Parks and Garages like New Garage Motor Park, Ojota, Owena Motor Park, Ojota, where buses plying inter-state routes operate,

SECURITY

Kosofe Local Government is relatively peaceful and secured in spite of the diversity of the tribes of its inhabitants. There are various police stations, police posts and police commands in the area. In addition to these, the Lagos state anti robbery squad Rapid Response is at hand on a 24hours basis to for stall violence and robbery. To complement the

effort of the squad, the Local Government has a community-based security outfit called Neighbourhood watch. This is made of community leaders who are charged with monitoring the peace and security of the various wards of the council.

Peace & Security Committee Meeting held regularly on monthly basis. The Local Government has also invested greatly in installation and renovation of Street lights to keep the area well lit at night. This step has greatly frustrated the activities of hoodlums and miscreants and enhanced the operation of security agents.

COMMUNITY DEVELOPMENT ASSOCIATION (CDA)

In order to effectively mobilize the citizenry at the grassroot, Government encourages the establishment of community Development Association. The C.D.C assists the government to monitor projects and serve as a bridge between the government and the people. Likewise, the Community Association acts as a feedback organ for government to know the direct social need of the people.

In Kosofe Local Government there are 35 Community Development Associations (CDA)

Other functions of the C.D.C include;

1. Identification of felt needs of the people

2. Collation of resources for the felt needs i.e. fund, materials for their projects.

3. Implementation of their needs

4. Assist to disseminate information from the government to the people.

5. They act as pivot point between the government and the people.

6. Provision to embark on self-help project.

7. Sees to the welfare of the community they belong.

8. Provision of social needs for the community.

9. Provision of security through vigilance Groups (OPC)

10. Assisting government agents to effectively perform their roles within the community.

11. Liasing with the other functional agents in an effort to assist their community leaders.

12. They also contribute to the financial power of the people in the community.

13. Assisting law enforcement agents i.e. police to get necessary information that assist the people.
